Fred E. Stokey, M.D. is under designation to the West Central Africa Mission. Dr. Stokey was born in Canton, Ohio, in 1879. His studies were pursued in Oberlin Academy and College, and his medical course was divided between Battle Creek and the College of Physicians and Surgeons of the University of Illinois, from which latter institution he obtained his degree of M.D. in the present year. Dr. Stokey has had much practical experience in mechanical arts, and, while on his way to Africa, expects to take a course of study in Portuguese at Lisbon. He is a member of the New First Congregational Church of Chicago.

The missionary association was headquartered in Boston, so I've used Eastern Massachusetts as the place where this item was written.
There's a picture of Fred in his pictures page on this website that was probably taken at the same time as his picture here. The hair is the same, but the tilt of the head is different.
Not that it matters, but his picture sure looks better to me than Mr. E.T. Shaw's on the same page.
