This is apparently a first draft of the letter that Fred wrote general Canadian mission board informing them of his engagement to Sibyl. The tone is different from the one that he wrote to Effie Jamieson of the Woman's Board of the Canadian Mission.

I am writing to bring to the Home Board my engagement to Miss Sibyl Hosking, of the women’s Board.
We hope that the proper transfer can be made so that we can be married in the Fall.
