My cousin Barbara applied to the government for documents related to Papa Charles's service in the Civil War, and was surprised to get a whole bunch of disability pension forms. Maybe someday I'll upload the rest, but for the moment, this will do as an example.

Act of June 27, 1890
DECLARATION FOR INVALID PENSION.
State of Ohio, County of Stark, SS:
On this 17 day of January, A.D. one thousand eight hundred and ninety-nine, personally appeared before me, Henry A. Wise a Probate Judge within and for the County and State aforesaid Charles F. Stokey, aged 54 years, a resident of this City of Canton county of Stark state of Ohio who, being duly sworn according to law, declares that he is the identical Charles F. Stokey who was enrolled on the 4th day of March 1865, in Company "H" 195th Regiment, of Ohio Infantry Volunteers in the service of the United States in the war of rebellion, and served at least 90 days and was honorably discharged at Alexandria, Va, on the 18th day of December, 1865. That he has not been employed in the military or naval service otherwise than as stated above. That he is not unable to earn a support by manual labor by reason of Stomach, Bowel, and liver trouble disease and Complaint. That said disabilities are not due to his vicious habits, and are to the best of his knowledge and belief permanent. That he has not applied for pension and is not a pensioner. That he makes this declaration for the purpose of being placed on the pension-roll of the United States, under the provisions of the act of June 27, 1890.
He hereby appoints, with full power of substitution and revocation, JJ Clark, of Canton Ohio, his true and lawful attorney to present his claim, the fee to be ten dollars as prescribed by law. That his post-office address is No. 907 W. 9th St Canton, County of Stark, State of Ohio.

The act of June 27, 1890 requires in case of a soldier:
1. An honorable discharge (but the certificate need not be filed unless called for).
2. A minimum service of ninety days.
3. A permanent physical disability not due to vicious habits. (It need not have originated in the service.)
4. The rates under this act are graded from $6 to $12, proportioned to the degree of inability to earn a support and are not affected by the rank held.
5. A pensioner under previous laws may apply under this one, or a pensioner under this one may apply under other laws, but he cannot draw more that ONE pension for the same period.

Wikipedia says:
The Dependent and Disability Pension Act was passed by the United States Congress (26 Stat. 182) and signed into law by President Benjamin Harrison on June 27, 1890. The act provided pensions for all veterans who had served at least ninety days in the Union military or naval forces, were honorably discharged from service and were unable to perform manual labor, regardless of their financial situation or when the disability occurred. The bill was a source of contentious debate and only passed after Grover Cleveland had vetoed a previous version in 1887.

I don't understand this. The "not" is written in, and surely they knew what they were writing - but why was Papa Charles applying for a pension check if he was able to earn a living?
