Charles F. Stokey, Former Educator and Observer, Dies
Passes Away At 71 After Illness Of Several Years.
Following an illness of several years, a sudden change in the condition of Charles Frederick Stokey, 71, former educator and former government weather observer here, brought a rapid weakening and before members of his family could be summoned, he died at his home, 909 Fourth St. SW, about 6 o’clock Wednesday evening.
Mr. Stokey had been ailing for over two years and his death was looked for, but he apparently had been in better condition for the past few months. He had a complication of diseases, heart trouble and asthma which was turning into dropsy, being the direct cause of his demise.
Mr. Stokey until just a few years ago was active in his educational and government work here, and also took a leading part in affairs of William McKinley post, G. A. R., he being a veteran of the Civil War.
Had taught languages.
In educational circles, Mr. Stokey was well known all over Ohio and surrounding states and during his career held positions in many schools and colleges of the country. He was instructor in languages in Canton High School, and prior to that was principal of Crystal Park grade school when that building was opened.
After graduating from Allegheny College, Meadville, Pa., Mr. Stokey taught in Pennsylvania and at a military school in Poughkeepsie, N. Y. He had taught in Canton and county schools during the years he was studying.
He had been principal of the East Liverpool high school, dean of the chair of modern languages, Mount Union college, and superintendent of schools at Chagrin Falls.
During his work here he founded the Stark County Teachers’ association, and drew up its constitution. After retiring from work in the schools here 12 years ago he dropped out of active educational work.
He was appointed by the government weather bureau to the position of observer at Canton, and held that position for 30 years until 1910, when observer Carl Meyer took the office. He was a member of the Royal Arcanum Lodge and prominent in the affairs of the First M. E. Church.
Father of Physicians, Teachers.
Mr. Stokey is survived by two sons, Major William P. Stokey, U. S. A., a member of the engineering corps stationed at Savannah, Ga., and Dr. Frederick E. Stokey, a medical missionary now in British East Africa; three daughters, Dr. Laura E. Stokey, of Canton; Eva C. Stokey, instructor of music in a conservatory in Philadelphia, and Alma G. Stokey, Ph. D., professor of botany at Mt. Holyoke College, Holyoke, Mass.; a brother, John Stokey, of Canton, and five sisters, Mrs. Francis Lyons, Mrs. Frank J. Ballard, and Mrs. Edward Donze, all of Canton; and Mrs. S. A. Kirk and Mrs. J. Henry Erk, of Pittsburg, and one grandchild.
He was born in Wayne County but had lived in Canton the greater part of his life.
Funeral services, which will be private and for members of the family only, will be held Saturday afternoon at 1:30 o’clock at the home of Dr. Stokey, 210 High avenue SW. Friends may view the body Friday evening from 7 to 9 o’clock. Burial will be made in Westlawn Cemetery.
The G. A. R. will hold services at 1 o’clock Saturday afternoon.

Barbara's name for this scan says the obituary is from The Evening Repository, and you can see the bottom of the letters at the top of the clipping. Papa Charles was front page news in Canton! Therefore I have included this in the sequence of documents that I have uploaded from or about the Canton Repository, which was the preferred local paper of the Stokeys. You can find the list of documents in:

he died at his home, 909 Fourth St. SW, about 6 o’clock Wednesday evening.
So he died on January 5. The date of death was reported incorrectly to the goverment as having been February 18. Not that anybody cared.
3.
He was appointed by the government weather bureau to the position of observer at Canton, and held that position for 30 years until 1910, when observer Carl Meyer took the office.
Googling got me a very little on Carl Meyer. There are mentions of him as weather observer in 1928 and 1929. So he kept the weather observer post for quite some time.
4.
He was a member of the Royal Arcanum Lodge and prominent in the affairs of the First M. E. Church.
Wikipedia says:
The Supreme Council of the Royal Arcanum, commonly known simply as the Royal Arcanum, is a fraternal benefit society founded in 1877 in Boston, Massachusetts by John A. Cummings and Darius Wilson, who had previously been among the founders of the Knights of Honor, a similar organization, in Kentucky. The Royal Arcanum home office is located in Boston, Massachusetts.
They have a website:

It gives the home office address as:
61 Batterymarch St, Boston, MA 02110

Eva C. Stokey, instructor of music in a conservatory in Philadelphia
Interesting that Eva is listed as Eva Stokey, not Eva Evans. I figure it would have been Laura who provided this information to the paper. Maybe Eva’s current name just slipped her mind in the stress of the moment. Or maybe there was something about Eva's marriage and divorce that bothered Laura with her religious principles...and if that's the case, maybe Laura had a problem with the divorce of her parents, which made her more willing to keep in touch with her father? It's all totally, totally speculative on my part.

Odd about the GAR service at 1pm and the service at Laura’s place at 1:30 pm the same day.
The address for Laura is the one to which she moved her office the previous year:
