Due to the short notice of Will's and Kathleen's wedding, Cecil is unable to attend it and check out his new brother-in-law. But he's not worried, because he knows that Kathleen could only love a man of high principles.
It's still a nice letter.

My dear Kathleen,
The information of your engagement and approaching marriage, came, as you may imagine as a great surprise, but also as a very pleasant surprise. I know, sister mine, that you could only love a man of high principles and although I have never met Major Stokey, he must be everything a man should be for you to care for him, and so I just want to congratulate you both and wish you a long and happy married life. I am sorry I shall be unable to get to Savannah to be present at the wedding, but my work makes it impossible for me to get away at this time. As you know Mr. Fishel left some months ago, and this has thrown considerable extra work on my shoulders. However, I shall look forward to a visit from you and my new brother at an early date.
I was teasing Jessie the other day asking her if she didn’t wish she had married a major - so now she says I’m her “Major-General” - so now there’s two military men in the family.
Well girlie, goodbye for the present. I am so glad indeed to know of your happiness because you know how dear it is to me. Ever your loving brother

Cecil was an engineer at Westinghouse. I don't know anything about what he did there.
