The following board is appointed to meet at Washington Barracks, for examination of such officers of the Corps of Engineers as may be ordered before it to determine their fitness for promotion:

Major THEODORE C. LYSTER, Medical Corps, to duty at the Army Medical School in this city, as professor of ophthalmology relieving Major PAUL S. HALLORAN, Medical Corps
The following board of officers is appointed to meet at San Francisco, Cal., for the examination of such officers of the Corps of Engineers as may be ordered before it to determine their fitness for promotion: Lieut. Col. THOMAS H. REES, Corps of Engineers Maj. ROBERT R. RAYMOND, Corps of Engineers. Major ROGER BROOKE, Medical Corps. Maj. LEWIS H. RAND, Corps of Engineers. Capt. WILLIAM H. TEFFT, Medical Corps.
First Lieutenant ROYAL E. CUMMINGS, MEDICAL CORPS, is relieved from duty at Fort Sam Houston, Tex., to report to commanding officer, Fort Huachuca, for duty.
Captain CALVIN D. COWLES, JR., Medical Corps, is relieved from duty at Fort Clark, Tex., report to commanding officer, Fort Sam Houston, for duty.
Captain ARTHUR C. CHRISTIE, Medical Corps, to Fort Oglethorpe, Ga.
The leave granted Second Lieutenant SETH H. FREAR, Philippine Scouts, is extended one month.
Captain WILLIAM N. HUGHES, JR., Seveth Infantry, relieved from assignment to that regiment and detailed for duty as inspector instructor of the organized militia of Tennessee.
Captain LOUIS J. VAN SCHAICK, transferred from the Sixth to the Seventh Infantry, and proceed to Vera Cruz, Mexico, for duty.

I thought of cutting the article off after it starting talking about the San Francisco end, but decided I liked the more panoramic view.

I doubt that Will learned to ride a horse while growing up in Canton, but I daresay that during his time at West Point, 1896-1900, there were horsemanship classes.
As for the physical examination, I like imagine Major Buck and Captain Talbott of the Medical Corps poking and prodding at Will in a most undignified manner, but I'm sure it wasn't like that. And surely they wouldn't have been so unkind as to suggest that there were minimum hair requirements for officers above the rank of Captain.

I hadn't heard of the Philippine Scouts before, so of course I had to go check them out. Wikipedia says:
The Philippine Scouts (Filipino: Maghahanap ng Pilipinas/Hukbong Maghahanap ng Pilipinas) was a military organization of the United States Army from 1901 until after the end of World War II. These troops were generally Filipinos and Filipino-Americans assigned to the United States Army Philippine Department, under the command of American commissioned officers (though a handful of Filipino Americans received commissions from the United States Military Academy). Philippine Scout units were given the suffix "(PS)", to distinguish them from other U.S. Army units.
