My first thought upon looking at Will in this picture was along the lines of: "Boring." But it's sort of growing on me. The photograph was taken just a couple of months before he retired, and I wonder if he was thinking to himself, "Two more months and I'll never have to do this sort of thing again."

Colonel Danforth Honored at Dinner.
I found something about Charles Hart Danforth in dmairfield.org/people/danforth_ch/index.html
Charles Danforth was probably one of the older military aviators to sign our Register. He was born in February 5, 1876. He attended the Bliss School of Electricity in Washington, DC for three years. He enlisted in the 4th U.S. Infantry in on June 16, 1898. He fought in the Spanish American war as an enlisted man (1st Sgt. and Sgt. Major).
So, unlike Fred, he went ashore in the Spanish American War. I had assumed he was a West Point graduate, but he wasn't. He went to flying school in 1920, at age 44. He died in 1958.

About Alderman Hartsfield, Wikipedia says:
William Berry Hartsfield Sr. (March 1, 1890 – February 22, 1971), was an American politician who served as the 49th and 51st Mayor of Atlanta, Georgia. His tenure extended from 1937 to 1941 and again from 1942 to 1962, making him the longest-serving mayor of his native Atlanta, Georgia.
So this function would probably have been held by Alderman Hartsfield at least in part in order to advance his political career. When he became mayor of Atlanta for the second time in 1942, Will graciously retired from his post as executive officer for the Atlanta civilian defense zone so that Hartsfield could appoint his own choice for the post:

Wikipedia also says:
Hartsfield–Jackson Atlanta International Airport is named in Hartsfield's honor as well as a later mayor, Maynard Jackson, who led the modernization of the airport in the 1970s.

Will and Colonel Danforth are apparently the only military officers at this gathering. Will is in uniform, Colonel Danforth is not. In the picture there are only white men, which is not surprising for such a photograph in Atlanta in the 1920s. I don't know whether or not the wives were there.
