Dearest Bobs,
Hoopla, Here we are again as the clown said at Drury Lane. You have done well + should be proud of your doing. Give the youngster a solid kiss for me - he deserves it. Tell Will I congratulate him + that I hope the dear boy will thrive + grow to be a blessing to both of you. I hope he will prove a laughing boy, full of good spirit + mischief. The event cannot fail to bring you, my dear child, much joy, together with new interests - a life gradually unfolding.
You will encounter much loving occupation in training the potential President, and let me tell you no mother will or could outrun you in such duties - I wish I could be with you for a few minutes, in the bloom of your motherhood, but, patience, I must not be selfish.
Everybody sends you loving wishes + greetings, + everybody seems to take pleasure in your good. Now good night, sweet sleep + pleasant dreams, good night.
Be sure to take three laughs per diem - there is no tonic so invigorating as laughter.

As usual, I have non idea why WJ called Kathleen "Bobs".
2.
Hoopla, Here we are again as the clown said at Drury Lane.
I think the "again" must be a reference to the telegram that WJ and Kathleen's sister Ruth sent earlier the same day:
1917-04-19 TELEGRAM FROM WJ FARMER AND RUTH TO WILL
And, of course, there was a theater in Drury Lane in London, still in existence.
