MAJ. SPALDING TO HEAD ENGINEERING CORPS HERE
Change in Assignments Incident To Departure July 1 of Maj. Oakes.
Maj. George R. Spalding, United States Engineer in charge of the First Cincinnati division, beginning July 1 will be stationed in Louisville at the head of the local United States Engineering Corps, instead of Maj. Robert R. Ralston, as was announced several weeks ago when Maj. John C. Oakes received notification of his transfer to Philadelphia, effective the end of this month.
Instead of coming here, Maj. Ralston, who has been in charge of the Second Cincinnati district, his work being the improvement of the Ohio’s tributaries, principally the Big Sandy and Kentucky Rivers, will supersede Maj. Spalding as head of the First Cincinnati district. The work of the latter at present is the supervision of Ohio River locks and dams between the Big Sandy and Louisville. Maj. Ralston will be succeeded by Maj. William P. Stokey, at present assigned to the Savannah, Ga., district. Word of the change in assignments was received yesterday, by Maj. Oakes, who said that his successor would arrive here June 30 to assume charge. Maj. Oakes will make his headquarters at Philadelphia. He will supervise the improvement and maintenance work of the Delaware River and the fortifications at the mouth of that stream. The dredging of a thirty-five-foot channel from Philadelphia to the mouth of the Delaware will be his principal work in the near future.

Apparently the previous plan was that Major Ralston would be moved from being head of the Second Cincinnati district to being head of the local Engineering Corps while Major Spalding stayed put as head of the First Cincinnati district. Then the Army powers that be changed their minds and had Ralston going from Second to First, and Oakes from First to the the whole district. I hope there was no ill feeling between Majors Spalding and Ralston about this.
