Army Engineer Visiting Here Captain W. B. Stokey, United States engineer, is spending a few days in Stockton, securing data on various waterways in this section of the state. Captain Stokey has recommended to his superiors that improvements be made in the San Joaquin river so as to have the water of the stream and that of its tributaries go down one channel, and the construction of a dam at Rough and Ready island so as to keep the water from spreading and taking its ordinary course, and to insure keeping the channel open. This would deepen the channel and aid navigation to a considerable extent, as the channel would be at an even depth all the year round.
