Will was taking care of the Los Angeles area in addition to his regular post in the San Francisco. I hope he'll be able to spend more time at home with his wife Margaret now.

NEW ENGINEER OFFICER COMING
Word comes from Washington that Maj. Chas. H. McKinsley, of the corps of U.S. engineers, has been ordered to Los Angeles to take charge of the local post, relieving Capt. Wm. P. Stokey, who for some time has been temporarily in charge. Capt. Chas. T. Leeds, who commanded the local office, and who was relieved by Capt. Stokey, has been ordered to Ft. Bayard, N. M.
The work of the government engineer in this district is of the greatest importance, as it has to do with the supervision of the improvement work now going on at San Pedro harbor and the erection of proper fortifications there.

I guess everybody hoped for a long time that Captain Leeds would be able to return to his Los Angeles post, but now he has been sent to sunny New Mexico, and the Army has moved on to Major McKinsley, so now Will can concentrate on the San Francisco area.
Googling didn't get me anything for either Charles H. McKinsley or Charles H. McKinley.
