ARMY OFFICER INSPECTS THE CANAL IN STOCKTON
From Wikipedia:
Stockton Channel (or Stockton Waterfront) is a waterway in California's Sacramento–San Joaquin River Delta. It runs 2.5 miles from the San Joaquin River-Stockton Deepwater Shipping Channel at the Port of Stockton to McLeod Lake in Downtown Stockton. The Stockton Channel is contained by levees, with Miners Levee is on the north side and Tuleburg Levee on the south side. The Mormon Slough branches off the Stockton Channel to the Southeast.
Also:
United States Army Corps of Engineers performs annual maintenance on the Stockton Channel, which includes dredging to remove silt.
So overflowing is still an issue today.

Captain William P. Stokey, successor to Captain Demeritt of the United States army engineer corps, is in this city and is investigating conditions in the diverting canal.
A quick google gave me nothing on Captain Demeritt. I'm surprised he was mentioned, given that Will has been in San Francisco for over a year now.

There is said to be $30,000 in the diverting canal fund which will be used to bring about flood protection.
$30,000 in 1911 is worth about 996,833.68 in 2024.

Will went to Stockton several times. There are mentions of it in the following documents:
