I have a picture in my mind of Papa Charles standing before the clerk, rambling on and on about his debilities and how unfair everybody had been to him, and the poor clerk having to reduce it all somehow to a coherent narrative.

Act of June 27th, 1890.
Application for Re-consideration and Arrears.
Under the provisions of Act of March 6th, 1896.
STATE OF OHIO, STARK COUNTY. SS:
On this fifteenth day of April, A.D., One Thousand Nine Hundred and One, personally appeared before me, a Deputy Clerk Probate Court in and for the county and state aforesaid, Charles F. Stokey, aged 56 years, a resident of the City of Canton, County of Stark, and State of Ohio, who being duly sworn, according to law, declares that he is a pensioner of the United States, enrolled at the Columbus, Ohio, Pension Agency, at the rate of Eight Dollars per month, under Certificate No. 981343, by reason of disabilities from stomach, bowel and liver trouble, and as stated in said certificate, partial inability to earn a support by manual labor. Affiant says, at the time of the allowance of said pension, he was in fact totally disabled from the performance of any kind of manual labor, and that he was wholly, at that time, unable to earn a support by manual labor, and that he had been for a long time before that time, disabled from doing any kind of manual labor, by reason of his said disabilities; that for a long time before the allowance of said certificate for pension, he had been a teacher in the public schools at Canton, Ohio, and while he knew himself to be very grievously and seriously disabled, by reason of said physical diseases, he did not, at that time, even realize the extent to which he was physically disabled, because of the fact that he had not been called on, or required to do any kind of manual labor; but he says having lost his position as a teacher in said public schools, as now he is well satisfied, through his inability to perform even that kind of service, being disabled therefrom by reason of his disabilities, he became wholly helpless and unable to do anything for his support, and that it was then that he filed his application for pension. He says that at the time he filed his application for increase pension on June 23rd, 1900, he was, and for a long time before that time, had been wholly disabled from performing any kind of manual labor, or earning any part of his support by manual labor. He avers that the examination to which he was subjected, under his application for increase pension, was not a true and honest examination, or at least that the report of his disabilities was not a true and honest report of said disabilities at that time, and he has reason to believe that the report so made by said Board of Examining Surgeons at Massillon, Ohio, was unjust and prejudicial to him, and the result of personal prejudice conceived against him by one of more of the members of said Board.
He says his military service was as follows:- That he enlisted March 4th, 1865, as private in Company H, 195 Regiment OVI, and was discharged at Alexandria, Virginia, December 18th, 1865, and he re-affirms all of the declarations made by him in his application for pension, and his application for increase pension, that he had not been in the military or naval service of the United States, before his above named enlistment, and that he never served in any capacity in the military or naval service of the United States, before his above named enlistment, and that he never served in any capacity in the military or naval service of the United States after his discharge therefrom on the 18th day of December, 1865; that he was disabled from earning a support by manual labor to any extent, or in any degree, on the 23rd day of June, 1900, the day upon which he filed his application for increase pension, by reason of the following disabilities, to-wit: Stomach, bowel and liver trouble, external and internal hemorrhoids, and nervous debility resulting from his other troubles, and consequent and resulting heart trouble, wherebythe least exertion on his part, mental, or physical, produces violent palpitation of the heart, and totally disables him from any kind of mental strain, mental excitement, or physical exertion; that he makes this application for the purpose of having his original application for increase pension re-considered, and having allowed to himself increase pension at a rate to which he is actually entitled, from the date of filing his application for increase pension, viz. June 23rd, 1900, in accordance with the provisions of the Act of March 6th, 1896. He also asks that on any order being issued for his re-examination, that he may have the privilege of being examined before any other board than the Board of Surgeons at Massillon, Ohio, and he hereby asserts his intention not to appear before said Board of Examiners at Massillon, Ohio, by reason of his settled opinion and conviction that injustice has been done to him by said board, and that he would not, on a re-examination, obtain a fair hearing and just examination and report.
He hereby appoints, with full power of substitution and revocation, James J. Clark, of Canton, Ohio, his true and lawful attorney to prosecute his claim, the fee to be $10.00; that his post office address is No. 909 West Ninth Street, City of Canton, Stark County, Ohio.

Stokey sign his name to the foregoing declaration, that they have every reason to believe from the appearance of said claimant, and their acquaintance with him for 20 years and 20 years respectively, that he is the identical person he represents himself to be, and that they have no interest in the prosecution of this claim.

I have to wonder about this total disability. Eight days later, the Stark County Democrat reported that Papa Charles was measuring snow depth in: I measured the fall at 10 o'clock this morning, selecting a level place where the snow would fall naturally and I could obtain the nearest correct measurement and found that 16 inches had fallen.

He avers that the examination to which he was subjected, under his application for increase pension, was not a true and honest examination, or at least that the report of his disabilities was not a true and honest report of said disabilities at that time, and he has reason to believe that the report so made by said Board of Examining Surgeons at Massillon, Ohio, was unjust and prejudicial to him, and the result of personal prejudice conceived against him by one of more of the members of said Board.

Papa Charles seems to be a little too fond of blaming others for his problems. See Mama Margaret's divorce petition: That he has written out many confessions and undertaken to compel her to sign them, in which she was to confess that she had been guilty of all the shortcomings of the family, and the cause of all the trouble, and all bad luck, and whatever had gone wrong or between her and her husband was her fault and that he was not to blame in any manner for the same, but that she, alone, was responsible therefore; that he would call the children in and some times his sisters and read the confession or confessions in their presence, and in their presence undertake to compel her to sign the same.
And also, in reference to him losing his teaching job: I have always been treated fairly and kindly by my Republican friends, while on the other hand I have been treated most unjustly by some of the Democrats in Canton, particularly by the Democratic school board.
