There's lots of incorrect information in this item. I daresay I'm wrong, but I'm imagining an enthusiastic Papa Charles exaggerating his son Will's accomplishments to a friendly reporter.

Has Returned Home.
Wm. P. Stokey, a graduate of the Canton High school, of the class of 1894, having completed the four years course at West Point, has returned home to spend his two months' furlough. He will probably be assigned to the Second U. S. artillery as second lieutenant and stationed at Havana.
Lieutenant Stokey has made a splendid record at West Point. He was recognized as one of the finest mathematics that ever attended West Point. He was well known as an athlete and was only kept from helping defeat Annapolis at foot ball on account of a sprained ankle. In a class of nearly 60 he ranked among the first ten.

1.
He will probably be assigned to the Second U. S. artillery as second lieutenant and stationed at Havana.
Well, yes, of course he would be a second lieutenant. That's the initial rank that West Point graduates get.
2.
Lieutenant Stokey has made a splendid record at West Point. He was recognized as one of the finest mathematics that ever attended West Point.
Really? I know that Will enjoyed a little arithmetic, but I never come across him enjoying mathematics. He seemed to be more interested in music.
3.
He was well known as an athlete and was only kept from helping defeat Annapolis at foot ball on account of a sprained ankle.
Really? I can believe he sprained his ankle, and his yearbook entry says he was on the football team just one year, but he never showed any interest in team sports afterwards.
1900-06 WILL'S COLLEGE YEARBOOK ENTRY
Annapolis is, of course, the US Naval Academy.
4.
In a class of nearly 60 he ranked among the first ten.
Will ranked 15 in a class of 54. See:
