The Ohio division road book committee is now beginning active work on the new road map and guide book, and a new edition is expected before the riding season of 1900 begins. In order to issue a reliable publication, the committee intends to be most thorough in its work and not make speed its only characteristic.

It took me a while to figure out what L.A.W. stood for, but eventually I remembered that bicycles were also called wheels back then, and I found the League of American Wheelmen. Wikipedia says:
The League of American Bicyclists (LAB), officially the League of American Wheelmen, is a membership organization that promotes cycling for fun, fitness and transportation through advocacy and education. A Section 501(c)(3) nonprofit organization, the League is one of the largest membership organizations of cyclists in the United States.
Wikipedia also says thatf the league was pretty much non-existent from 1902 until 1939. Additionally, in Fred's time, the League didn't allow non-white members. The current website of the League of American Bicyclists has a page that acknowledges this:

They say:
We must continually reflect on the inequities in our society and what we can do as an organization to address these in our work to make bicycling safe, comfortable, and accessible to all.
Nice. Not relevant to 1899 Fred, but nice.
